Action plan to provide health care facilities for elderly people

ITANAGAR, Dec 13: Health & Family welfare secretary Indra Mallo today disclosed that the GoAP will roll out its action plan approved by the GoI this year for health care of elderly people besides information, education and communication programmme to sensitise the society about them.

They are also covered under the CM’s Universal Health Insurance Scheme, Mallo said in her address to the day-long workshop on ‘Senior citizens’ association & status of implementation of centre/state policies for older persons “Maintenance of Parents & Senior Citizens Act, 2007”, organised at Don Bosco Youth Centre (DBYC) here.

With the life expectancy of only 50 in Arunachal, there are a very few people in higher age-group who need support and care, she said and  advocated social networking for creating space for the aged.

The workshop was a collaborative event of HelpAge India and the Nyishi Elite Society (NES).

HelpAge India, is a voluntary organisation, presently serving one million disadvantaged elderly to help them smile, which extends its multi-faceted services to the needy elderly, aims at reaching the unreach in Arunachal Pradesh, said its Guwahati-based north east chapter chief Manindra Tanya. He said that with the elderly population growing every year with increasing longevity in India, the suffering of the elderly are going from bad to worse.

He spoke at lengths on UN principles on elderly persons and national policy (MWPS Act 2007) through PowerPoint presentation and pointed out that the humanity is benefiting from the knowledge of senior citizens, including Prime Minister Narendra Modi or former PM Manmohan Singh which calls for giving due respect and care to the elderly in the society.

Justifying that Arunachal may not have old age homes now but the necessity would be felt soon with massive migration across the country and fast change in traditional value system, he called for urgent intervention by the central and state government and involvement of all stakeholders to find a solution to meet the needs of the older people to give them a dignified life.

He said that the NGO offers medical services through its 81 runs mobile medical units (MMUs) covering 840 locations, considered Asia’s largest mobile medical programme age care to 16,000 elders in physiocare centres across 22 states, funds over 30,000 cataract surgeries annually, offeres cancer and palliative care to 7,500 patients, 30,000 destitute elderly  live with dignity through ‘Support-a-Gran’ programmes across the country, runs 60 old age homes, took up relief and rehabilitation during major disasters.

The elderly people suffer on being neglected by their off springs, who go too far off places in search of livelihood, said senior journalist Pradeep Kumar, adding Arunachal Pradesh is no exception for which a national seminar was conducted by NERIST for an in-depth review of their problems and possible solutions.

A book titled “Ageing in North East India-Arunachal Pradesh perspective”, edited by R M Pant, head of humanities and social sciences department of the NERIST and published by New Delhi-based Akansha Publishing House, was released during a seminar in NEIRIST on Oct 09, 2007.  Shillong-based Indian Council of Social Science Research, North Eastern regional centre (ICSSR-NERC), assistant director, C J Thomas, was instrumental in taking up this study through ICSSR-NERC. Kumar had presented a paper highlighting the problems of elderly people of Arunachal.

The craze for jobs usually takes children away from their parents, who are left to fend for themselves in remote villages, without anyone to look after them, he said and advocated sensitisation of students in all educational institutions through policy intervention. However, Tanya clarified that HelpAge has a programme to collect funds through school children while it has succeeded in evolving policies for elderly in Punjab, Haryana, Chandigarh, Bihar, Uttarakhand and West Bengal.

Citing the example of an 80-yr-old body found eaten away by worms in Kerala though her daughter was living nearby and son away in Dubai, DBYC director father Chriac expressed concern that older people have no space in present day homes with change in life style. The need of the hour is to sensitize the present generation of Arunachal to change their mind-set about the elderly people, particularly their parents.

Appreciating the Help Age India for their endeavour and the participating senior citizens, including former IPR director Supriyo Deb; IMC chief councillor Higio Aruni, APPSC chairman Dr Ligu Tacho, NES president Bengia Tolum called upon everyone to do their bit to care for the elderly by citing the example of a bird’s attempt to douse forest fire. The workshop concluded with a resolution to form a body of elderly persons to assess their problems and seek interventions for solution.

Orgs express displeasure over  detention of bandh callers

ITANAGAR, Dec 13: The Ramle Banggo Elite Society (RBES) has expressed displeasure over the arrest of many of the senior citizens for the ongoing 96 hours Lower Siang bandh.

Saying that its sentiment has been hurt with the state government’s non responsive attitude on its long felt demand, it questioned why the government is reluctant to grant the demand stating that Lower Siang was created much before Namsai and Kara-Dadi districts.

The society also expressed its strong resentment over the Basar Area Students’ Union’s (BASU) claim that the district headquarter be established at Basar and said the proposal for the temporary headquarter at Likabali and permanent headquarter at Sikirima is a consensus decision taking in view the constant problems faced by the people residing in boundary areas.
